The Blue Card Hazard-Zone Incident Command Training & Certification Program is based on the 8 Functions of Command first introduced in Chief Alan V. Brunacini's influential textbooks, Fire Command (1985 and 2001) and Command Safety (2003). Today, the policies and procedures outlined in these publications are recognized globally as the Gold Standard for local incident command, hazard-zone management, and firefighter safety. In addition, Chief Brunacini's collective works and his unrivalled incident command system have been referenced and recommended in more than 100 NIOSH LODD reports.

Blue Card Program

1. Blue Card Online / Cognitive Training Program

The Blue Card Online Cognitive Training Program provides a structured foundation in incident command, strategy, and decision-making. The program requires approximately 30 hours to complete and is based on the Fire Command curriculum and the Hazard-Zone Incident Command Standard, with full alignment to NIMS.

This online program fulfills the cognitive requirements of the IFSAC Hazard Zone Incident Command Standard for NIMS Type 4 and Type 5 incidents (accredited in Minnesota), ensuring instruction meets recognized professional benchmarks.

Course content integrates core command concepts with interactive structure-fire simulations that require students to apply knowledge in realistic scenarios. Short coaching videos from subject-matter experts reinforce learning, while embedded assessments confirm comprehension of essential principles.

Designed to accommodate operational demands, the program allows students to train at their own pace, helping departments keep companies in service. Progress is tracked within the system, and all required content must be completed prior to the final online certification assessment.

Students who achieve a minimum score of 70% on the cognitive assessment are eligible to advance to the next phase of training.

2. 3-Day Blue Card Simulation & Evaluation Lab

After completing the online cognitive training, students finalize their certification by attending a three-day Simulation & Evaluation Lab conducted by Blue Card. This in-person lab immerses aspiring Incident Commanders in realistic, simulation-based command environments designed to evaluate decision-making, strategy, and adherence to command discipline.

The lab integrates the Hazard-Zone Incident Command Standard with each department’s local resources, SOPs, and tactical considerations, ensuring evaluations remain both standardized and operationally relevant. Through repeated scenario exposure, students gain practical experience managing high-risk, low-frequency incidents.

Each certification lab includes evaluations based on:

The Eight Functions of Command
Regional and departmental SOPs
Tactical operations templates for five local occupancy types
High-definition structure-fire simulations representing:
- Big-box and commercial occupancies
- Single-family and multi-unit residential
- Strip mall occupancies

Students are evaluated as both a mobile Incident Commander (IC-1) and a strategically positioned Incident Commander (IC-2) for each occupancy type, completing ten total command evolutions.

Successful candidates earn the designation of Blue Card Certified Incident Commander, recognizing their ability to manage a wide range of structure-fire incidents in accordance with established standards.

3. CE & 3 Year Recertification Process

Blue Card Incident Commander certification is valid for a three-year period. To maintain certification, Incident Commanders must complete a minimum of 36 hours of Blue Card–tracked continuing education during each certification cycle, including a required online refresher module.

In addition to continuing education, certified ICs must demonstrate ongoing competency as both IC-1 (first-arriving officer) and IC-2 (first-arriving chief officer) across five occupancy types: commercial, strip mall, single-family residential, big-box, and multi-unit residential.

This recertification process ensures Incident Commanders maintain current proficiency, sound decision-making, and consistent command performance while managing hazard-zone incidents in accordance with established standards.

4. Blue Card Instructor Train-the-Trainer Program

The Blue Card Instructor Train-the-Trainer (TtT) Program enables departments and regions to self-manage certification and evaluation while adapting the system to local topography, resource levels, and SOPs. Once established, departments can conduct the three-day Simulation & Evaluation Lab in an existing command training centre with a modest inventory of equipment.

After meeting all prerequisites, prospective instructors attend an intensive five-day Train-the-Trainer workshop. This program provides in-depth instruction on system delivery, simulation facilitation, and evaluation methodology. Training covers the five core occupancy types, tactical-level operations, command-team functions, and mayday response, ensuring instructors are prepared to deliver consistent, standards-based instruction while accommodating local operational needs.

Certified Blue Card instructors receive a suite of turn-key instructional resources, including:

A one-year licence for the instructor media package
One year of instructional support
Simulation reviews and instructor guides
Access to the Instructor Download Centre, including additional PowerPoint simulations
Access to continuing education credit

Blue Card Licensing

Annual CE Program — $125 USD

Yearly access renewal to all CE modules and the NEW Hazardous Materials Ops Incident Command Certification Program. CEs reinforce Fire Command's 8 Functions of Command, building upon previous lessons through various exercises.

Student RMS Access (No CE) — $27 USD

Documentation access to all student training, certification, and recertification records using the Blue Card Records Management System. The student will have no online access to any Blue Card training material.

1st Responder System Overview Module — $60 USD

A detailed overview and basic working knowledge of a NIMS Type 4 & 5 Hazard-Zone Incident Command System for personnel who do not fill a hazard-zone management role/position.

Train-the-Trainer Instructor Program — $4500 USD

Train-the-Trainer sessions comprise five consecutive eight-hour days. TtT participants receive much more detailed lesson plans and instruction on the five basic occupancy/building types, embedded tactical-level safety procedures, command team operations, and mayday response.

Instructor Support Program — $1000 USD

After the one-year subscription expires, Blue Card-certified instructors can continue subscribing to the Blue Card Instructor Support Program. The instructor will continue receiving the year’s previous services outlined above.
